Persia Money is not the seller of any goods, the provider of hotels, airlines, universities, embassies, immigration platforms, online stores, digital services or any underlying foreign goods or services. Persia Money’s role is limited to making or facilitating payments in accordance with the User’s submitted Order.
5. Placing an Order
All Orders and User requests must be submitted and followed up exclusively through Persia Money’s official website or mobile application. Persia Money will have no responsibility for Orders that are not submitted through official channels.
The User must provide accurate, complete and up-to-date information when placing an Order. This information may include the payment link, Merchant name, amount, currency, passenger details, student details, visa applicant details, hotel details, flight date, accommodation dates, goods or service details, email address, passport number, order number or any other information required to perform the Service.
The User is responsible for the accuracy, completeness and suitability of the information submitted with the Order. Persia Money will not be responsible for any loss, delay, rejected payment, rejected application, cancelled booking, lost opportunity or any other consequence resulting from incorrect, incomplete, inaccurate or late information provided by the User.
6. User Selection of Platform, Hotel, Airline, Seller or Service
The User is responsible for selecting the website, platform, university, embassy, airline, hotel, seller, goods, service, travel date, passenger details, amount and all other details of the Order.
Persia Money may suggest that the User use another platform, seller, hotel, airline, date, payment method or route in order to reduce cost, increase the chance of successful payment, improve service quality or provide a better option. However, the final decision regarding the platform, goods, service, hotel, airline, date, Merchant or payment destination remains the responsibility of the User.
Any suggestion, guidance or alternative option provided by Persia Money does not constitute a guarantee of quality, price, outcome, legal advice, immigration advice, travel advice, acceptance, visa issuance, booking confirmation or any assumption of responsibility for the relevant goods, service, platform or third party.
7. Settlement and Confirmation of Orders
Provision of any Service by Persia Money is conditional upon full settlement of the Order amount before the Service is performed. The Order amount may include the foreign-currency amount, local-currency equivalent, Persia Money’s service fee, payment costs, card fees, platform fees, taxes, processing fees, bank fees, payment network fees and any other disclosed costs.
Until the full Order amount has been paid by the User and confirmed by Persia Money, Persia Money has no obligation to process the Order, hold an exchange rate, hold a price, make a booking, make a payment or provide any Service.
An Order will only become confirmed and the service process will only begin once the Order has been submitted through Persia Money’s website or mobile application, the required identity verification has been completed, the full Order amount has been paid within the required time limit, and the payment has been confirmed by Persia Money.
8. Exchange Rate and Payment Time Limit
The exchange rate and local-currency amount of the Order will be displayed to the User at the time the Order is submitted through Persia Money’s website or mobile application. The quoted rate applies only to that specific Order and is valid for 12 hours from the time the Order is submitted.
The User must fully settle the Order amount within 12 hours of submitting the Order, using payment methods approved by Persia Money. If the User’s payment is not completed and confirmed by Persia Money within this period, the Order may be automatically cancelled or cancelled at Persia Money’s discretion, and Persia Money will have no obligation to perform the Service, hold the exchange rate, hold the price, maintain a booking, make a payment or provide any Service based on the expired Order.
After the 12-hour period expires, if the User still wishes to use the Services, the User must place a new Order. The exchange rate, amount, fees and terms of the new Order will be calculated based on the conditions and rates applicable at the time the new Order is submitted.
If the User makes a payment after the 12-hour period has expired, Persia Money may, at its discretion, return the amount paid to the User or, by agreement with the User, apply it to a new Order calculated using the new rate and conditions. A late payment will not revive the expired Order or require Persia Money to perform the previous Order.
9. Fees
Persia Money’s fees are charged for reviewing, processing, preparing, performing or attempting to perform an Order, using payment tools, managing the payment process and providing related services.
Persia Money’s fee may be shown separately or included in the final amount, exchange rate or quoted price. By placing an Order and paying the quoted amount, the User accepts the fees and costs associated with that Order.
If a payment or Service has been performed by Persia Money, Persia Money’s fee is non-refundable, even if the Merchant, seller, foreign platform, airline, hotel, university, embassy or any other third party refunds all or part of the amount paid.
Any refund of all or part of Persia Money’s fee will be made only in exceptional cases and at Persia Money’s sole discretion. No User has an automatic right to a fee refund.
10. Use of Persia Money Cards and Accounts for Payments
The User acknowledges and agrees that Persia Money may use cards, accounts, wallets, payment instruments, user accounts or other payment facilities owned by or under the control of Persia Money to make foreign-currency payments.
A payment made using Persia Money’s cards, accounts or payment instruments does not transfer any ownership, independent right of use, access right or any other right in respect of those cards, accounts, wallets, payment instruments or user accounts to the User.
The User is only the recipient of the outcome of the payment or the ordered Service and has no right to Persia Money’s cards, accounts, payment instruments, payment information, card details, internal receipts or accounts used by Persia Money, except to the extent of any receipt or confirmation that Persia Money may provide at its discretion as evidence of payment.
11. Local-Currency Payments Made by the User
The User may pay local-currency amounts relating to their Orders only from a bank account, bank card or payment instrument personally belonging to the User. Use of a third party’s card, account or payment instrument without Persia Money’s approval is not permitted and may result in rejection of the Order, suspension of the User account, a request for additional documents or cancellation of the Service.
Persia Money may request documents, receipts, banking information or additional explanations from the User to verify ownership of the paying account or card. Failure to provide sufficient information, or any inconsistency in payment information, may result in rejection, suspension or cancellation of the Order.
12. Purchasing Services for Another Person or Paying for Acquaintances
Within the scope of Persia Money’s permitted Services, the User may purchase a service for another person, such as a family member, friend or acquaintance, make a payment on their behalf, or make a permitted personal transfer or payment, provided that the purpose of the payment, ultimate beneficiary, relationship between the User and the third party, source of funds and any other information requested by Persia Money are accurately and fully disclosed where required.
For Orders made for the benefit of another person, Persia Money may request additional information, documents or explanations regarding the beneficiary, purpose of payment, relationship between the User and the beneficiary, source of funds or nature of the Service. If sufficient information is not provided or if a risk is identified, Persia Money may reject or suspend the Order.
Use of Persia Money’s Services to process third-party payments on a commercial basis, act as a payment intermediary, receive or send funds on behalf of others as a business, or carry out activities of a corporate, commercial, wholesale or non-personal nature is not permitted without Persia Money’s prior approval.
13. Identity Verification and User Documents
Use of Persia Money’s Services is conditional upon completion of identity verification before any transaction, payment or Service is provided. The level of identity verification required for each Service will be determined by Persia Money based on the type of Service, Order amount, payment destination, nature of the transaction, risk level, Persia Money’s internal requirements, requirements of payment partners or requests from third parties.
Persia Money may carry out User identity verification in two levels. The User must provide the information, documents and access required for the applicable verification level accurately, completely, validly and up to date.
Level 1 identity verification may include the collection of the User’s personal information, national identity number, mobile number, email address, date of birth and other basic identification information. At this level, Persia Money may verify and match the User’s national identity number against the mobile number provided by the User and may request a copy of the User’s national identity card or valid driving licence. The User may also be required to complete a facial liveness detection process so that Persia Money can compare the User’s live facial image with the image contained in the User’s identity document.
Level 2 identity verification may, in addition to Level 1 requirements, include the collection of a copy of the User’s valid passport and a repeated or additional facial liveness detection process. At this level, Persia Money may compare the User’s facial image with the image contained in the passport and may also verify the User’s national identity number through civil registry checks or other reliable sources available to Persia Money.
Depending on the type of Service, Order amount, payment destination, transaction risk or nature of the Order, Persia Money may request additional documents from the User. These documents may include address information, an image or information relating to the User’s bank card, documents evidencing the purpose of payment, invoices, receipts, university admission letters, travel information, booking details, immigration documents, information about the ultimate beneficiary, an explanation of the User’s relationship with the person for whom the service is being purchased, or any other document that Persia Money considers necessary to verify identity, ownership of the request, legitimacy of the transaction, source of funds or risk mitigation.
The User confirms that providing incomplete, incorrect, false, expired, third-party, misleading, altered or unverifiable information or documents may result in rejection of the Order, suspension of the User account, refusal to provide the Service, cancellation of the Order, a request for further documents or termination of the relationship with the User.
Persia Money may at any stage, including after an Order has been placed or funds have been received, request further information or documents from the User for additional checks. Until the checks are completed and the documents are approved by Persia Money, the Order or Service may be paused, suspended or rejected.
Failure to pass facial liveness detection, failure to match the User’s face with the identity document, failure to match the national identity number with the mobile number, inconsistency between the User’s information and verification checks, failure to match the passport with the User’s face, or any inconsistency in the documents or information provided may result in failed identity verification, suspension of the Order or refusal to provide the Service.
Persia Money may, at its discretion, refuse to provide a Service or process a transaction for reasons relating to identity verification, transaction risk, payment restrictions, internal requirements, inconsistent information, insufficient documentation, suspicious Orders or any other reasonable ground.
14. Acceptable Use Policy and Prohibited Services
Persia Money may, before providing Services, when an Order is submitted, before making a payment, during processing of an Order or at any other stage it considers necessary, manually or automatically check information relating to the User, payment beneficiary, payee, Merchant, payment destination, destination bank account, destination country, names of persons connected with the Order and any other relevant information.
These checks may include sanctions controls, sanctions screening, restricted-list screening, screening of high-risk persons or entities, payment destination checks, restricted country or territory checks, inconsistency checks, and checks relating to money laundering, terrorist financing, fraud, misuse of the Services or breach of applicable laws and restrictions.
For foreign-currency payments, especially payments to bank accounts, foreign bank accounts, international platforms, foreign Merchants or third parties outside the User’s jurisdiction, Persia Money may check and screen the User and persons connected with the Order in order to prevent breach of sanctions laws, payment network rules, banking restrictions, payment partner requirements or Persia Money’s internal policies.
The User accepts that these checks may be carried out automatically using systems, tools, databases, identity verification providers, sanctions screening providers or other sources available to Persia Money.
If there is any potential match, alert, ambiguity, risk, inconsistency, connection with restricted persons or entities, or need for further review, Persia Money may pause, suspend, reject or cancel the Order, request additional documents or explanations, refuse to make the payment or restrict the User account.
In some cases, for reasons relating to security, confidentiality of reviews, legal requirements, payment partner requirements, sanctions rules or internal policies, Persia Money may not be able to provide full details of the reason for rejecting, pausing or suspending an Order.
15. Acceptable Use Policy and Prohibited Services
Use of Persia Money’s Services is subject to the Persia Money Acceptable Use Policy, which forms an integral part of these Terms and Conditions. By registering, placing an Order, using the website, mobile application or any of the Services, the User confirms that they have read and accepted the Acceptable Use Policy.
The User undertakes to use Persia Money’s Services only for lawful, personal, documented and permitted purposes. Use of the Services for any unlawful, fraudulent, suspicious or non-compliant activity, any activity that infringes third-party rights, any activity contrary to Persia Money’s internal policies, or any activity contrary to applicable laws or restrictions, is prohibited.
Persia Money may, at its discretion and based on the Acceptable Use Policy, risk assessment, payment restrictions, legal requirements, payment partner requirements or any other reasonable ground, reject, pause, suspend or restrict any Order, transaction, User, payment destination, goods, service, Merchant, platform or activity.
Examples of prohibited or restricted matters include payments relating to unlawful activities, gambling, betting, casinos, cryptoassets or high-risk trading, counterfeit goods, weapons, drugs, unauthorised goods or services, unlawful content, sanctioned persons or entities, suspicious activities, unauthorised commercial activities, use of false information, misuse of the User account and any activity that Persia Money considers high-risk or contrary to its policies.
The list of prohibited or restricted services, activities, industries, goods, persons or payment destinations in the Acceptable Use Policy may be updated at any time. Continued use of Persia Money’s Services after a new version has been published constitutes acceptance of the updated version.
If the Acceptable Use Policy is breached, Persia Money may, without incurring liability to the User, reject the Order, stop or suspend provision of the Service, restrict or close the User account, request additional documents or explanations, refuse to continue the relationship with the User or, where necessary, pursue the matter through lawful channels.
16. Sanctions, Payment Restrictions and Screening of Connected Persons
The User undertakes not to use Persia Money’s Services for any payment, transfer, purchase of goods or services, or transaction that may cause a breach of sanctions laws, banking restrictions, payment network rules, anti-money laundering laws, counter-terrorist financing laws, payment partner policies or Persia Money’s internal policies.
The User confirms that the User, the ultimate beneficiary of the payment, the payee, the person for whom the service is being purchased, the Merchant, the payment destination and any persons connected with the Order must not be subject to sanctions, restrictions, prohibitions, high-risk designations or any applicable restriction.
Persia Money may manually or automatically check and conduct sanctions screening on information relating to the User, beneficiaries, payees, persons connected with the Order, payment destination, destination bank account, Merchant or foreign platform in order to prevent breach of sanctions and applicable restrictions.
If any risk, alert, potential match, ambiguity, inconsistency, connection with restricted persons or entities, or concern relating to sanctions, payment rules, money laundering, terrorist financing or Persia Money’s internal policies is identified, Persia Money may, without liability to the User, reject, pause, suspend or cancel the Order, refuse to make the payment, request additional documents, restrict the User account or refuse to continue the relationship with the User.
The User is responsible for providing accurate, complete and transparent information about the purpose of payment, ultimate beneficiary, payee, relationship with any third party, source of funds, payment destination and nature of the Order. Providing incomplete, inaccurate or misleading information, or concealing the true beneficiary or true purpose of a payment, may result in rejection of the Order, suspension of the account, refusal to provide the Service or lawful follow-up.
Persia Money has no obligation to make any payment that, in its view, involves sanctions risk, payment restriction risk, banking risk, legal risk, reputational risk, fraud risk, money laundering risk or risk of breaching laws or policies.
17. No Guarantee of Outcome
Persia Money is responsible only for making or attempting to make the payment in accordance with the User’s submitted Order and provides no guarantee in relation to the final outcome of any goods, service, application, booking, purchase, admission, visa, delivery, service quality, timing, Merchant decision or third-party performance.
Persia Money does not guarantee that any payment will be accepted by a Merchant, bank, card network, foreign platform, university, embassy, airline, hotel or any other third party.
Persia Money is not responsible for visa refusals, immigration application refusals, university admission refusals, closure of accounts on foreign platforms, price changes, exchange rate changes, non-delivery of goods, poor service quality, flight cancellations or delays, hotel cancellations or booking changes, payment refusal, country restrictions, nationality restrictions, IP restrictions, Merchant policies, security reviews, fraud reviews, chargebacks, sanctions, foreign regulations or third-party decisions.
18. Refunds, Cancellation and Return of Funds
If, after a payment has been made, a Merchant, seller, hotel, airline, university, embassy, foreign platform or any other third party returns an amount to Persia Money as a Refund, Persia Money will, after actually receiving the funds, calculate the refundable local-currency equivalent using the exchange rate applicable on the date the Refund is received and pay it to the User.
Any non-refundable fees, payment costs, card network fees, bank fees, processing fees, exchange rate differences, currency conversion costs, taxes, penalties, platform fees or any other costs deducted by third parties or not recoverable will be deducted from the refundable amount.
The User accepts that responsibility for following up any Refund, cancellation, dispute, chargeback, complaint, non-delivery of goods or services, poor service quality, booking change or cancellation, payment refusal, delay, rejected application, account closure or any dispute with a Merchant, seller, hotel, airline, university, embassy or foreign platform rests with the User.
Persia Money is only responsible for making the payment in accordance with the User’s submitted request and has no obligation to initiate, pursue, manage or continue any dispute, chargeback, complaint or negotiation with any Merchant, seller, payee or third party. Any assistance Persia Money may choose to provide in this regard will be discretionary, case-by-case and will not create any ongoing obligation.
If the seller, Merchant, university, embassy, airline, hotel, foreign platform or relevant third party does not issue a Refund, Persia Money will have no obligation to refund that amount to the User, unless Persia Money expressly decides otherwise in a separate case.
19. Cancellation by the User
Once a foreign-currency payment has been made or Persia Money has started performing the Service, the Order cannot be cancelled by the User except to the extent that the Merchant, seller, hotel, airline, university, embassy or foreign platform accepts cancellation and refund, and the relevant amount is actually returned to Persia Money.
If the User requests cancellation before the foreign-currency payment is made or before the Service has started, Persia Money may, after reviewing the status of the Order, cancel the Order where possible. In such cases, Persia Money may deduct costs already incurred, processing fees, non-refundable costs and other related costs from any refundable amount.
20. Receipts and Evidence of Payment
After a payment has been made or a Service has been provided, Persia Money may, where applicable, provide the User with a receipt, payment image, confirmation, reference number, confirmation email, booking reference, confirmation number or other available supporting evidence.
Where the Merchant or foreign platform does not issue an official receipt, a screenshot, payment confirmation, email, reference number or other information available to Persia Money may be sufficient evidence that Persia Money has made the payment.
Persia Money is not required to provide confidential information, full card details, account details, internal payment instrument details, security information or information belonging to Persia Money or its payment partners.
21. User Information and Confidentiality
Persia Money collects and processes User information for registration, identity verification, Order review, payment processing, risk management, sanctions and security checks, support, complaints handling, compliance with internal requirements and provision of the Services.
User information is treated as confidential by Persia Money, and Persia Money will seek to protect User information against unauthorised access, disclosure, misuse or improper use.
However, the User accepts that, in order to provide certain Services, it may be necessary to share part of the Order information, identity information, travel information, student information, booking information, payment information, documents, beneficiary information, payee information or other necessary information with Merchants, foreign platforms, service providers, payment partners, identity verification providers, sanctions screening providers, support providers or other persons involved in processing the Order.
Persia Money may retain, review or disclose information relating to the User or Order where necessary to comply with law, prevent fraud, manage risk, conduct sanctions checks, handle complaints, defend its rights, enforce these Terms and Conditions or respond to requests from competent authorities.
22. Account Security
The User is responsible for keeping their account, password, login codes, contact details, devices and access secure. Any use of the User’s account will be treated as use by the User unless Persia Money is satisfied otherwise.
The User must not share their account with another person or allow another person to use their account to place Orders, make payments or use the Services.
If the User becomes aware of unauthorised access, misuse, loss of login details, unauthorised changes or any security issue, the User must immediately notify Persia Money through official channels.
23. Suspension, Restriction or Closure of Account
Persia Money may at any time and at its discretion restrict, suspend, block or close the User’s account or access to the Services in circumstances including breach of these Terms and Conditions, breach of the Acceptable Use Policy, provision of incorrect information, failure to complete identity verification, suspicious Orders, high risk, payment restrictions, unauthorised use, misuse of the Services, payment disputes, requests for additional documents, sanctions alerts, security concerns, internal requirements or any other reasonable ground.
In some cases, for reasons relating to risk, security, legal requirements, internal policies, confidentiality of reviews or payment partner requirements, Persia Money may not be able to provide full details of its decision.
24. Limitation of Persia Money’s Liability
Persia Money’s liability in respect of any Order is limited solely to the amount paid by the User to Persia Money for that specific Order that has not yet been paid to the foreign Merchant or is actually recoverable.
Persia Money will not be liable for any indirect, consequential, incidental, punitive or special losses, loss of opportunity, loss of profit, visa refusal, admission refusal, trip cancellation, price increase, penalty, account closure, non-delivery of goods, poor quality of third-party services, booking changes or cancellations, Merchant decisions, embassy decisions, university decisions, bank or payment network decisions, or any loss arising from the conduct or performance of third parties.
Persia Money is not responsible for delay or failure to provide a Service caused by factors outside its reasonable control, including internet outages, banking or payment system disruptions, card network restrictions, Merchant restrictions, sanctions, domestic or foreign laws or regulations, bank or Merchant decisions, technical faults on foreign platforms, price changes, public holidays, force majeure, natural disasters, war, civil unrest, power outages, infrastructure disruption or any other factor outside Persia Money’s reasonable control.

Persia Money aims to handle complaints within 15 business days from receipt of a complete complaint. In complex cases, this period may be extended to 35 calendar days, and the User will be informed of the status where necessary.
Submitting a complaint, objection or request for review does not, by itself, suspend, change or postpone the terms of an Order, the User’s payment obligations, the refund policy, account restrictions or Persia Money’s risk-based decisions, unless Persia Money decides otherwise on a case-by-case basis.
If the dispute is not resolved through support and the complaints process, the User may pursue the matter through the competent authorities or other available legal channels.
27. Applicable Rules and Foreign Restrictions
The User accepts that certain payments or Services may be affected by laws, regulations, policies, restrictions, sanctions, payment network rules, Merchant policies, bank policies, jurisdictional restrictions, platform restrictions or third-party requirements.
Persia Money does not guarantee that every payment, Order or Service will be available in all jurisdictions, for all Users, for all purposes or with all Merchants.
Persia Money may at any time and at its discretion reject or pause any Service, payment destination, Merchant, goods, jurisdiction, platform, Order or transaction due to risk, restriction, prohibition, internal policy, lack of transparency or any other reasonable ground.
28. Intellectual Property

Persia Money has no obligation to provide all Services, all payment methods, all currencies, all Merchants, all jurisdictions or all announced features on a permanent basis.
30. Final Provisions
If any part of these Terms and Conditions is found to be invalid, unenforceable or ineffective, the remaining provisions will continue to be valid and enforceable.
Any failure or delay by Persia Money in exercising any right will not constitute a waiver of that right.
Headings are included for ease of reading only and do not affect the interpretation of these Terms and Conditions.
These Terms and Conditions, together with the Acceptable Use Policy, Complaints Handling Policy, Privacy Policy and any other policies announced by Persia Money, form the main framework governing the User’s use of Persia Money’s Services.
